Port of NY & NJ Hits Milestone with 1,000th Truck Replacement

Since its launch in 2009, the Truck Replacement Program (TRP) has successfully replaced its 1,000th truck and distributed a total of $22.4 million in incentives for the replacement and scrappage of class 8 diesel trucks equipped with Engine Model Year (EMY) pre-1994 – 2009 with newer engines of EMY 2015 or newer. The 1,000th truck replacement enabled by the Program took place on March 11, 2026, an EMY 2008 truck that was replaced by an EMY 2020 truck. 

The estimated emissions reductions for the 1,000 trucks were calculated through the EPA’s Diesel Emissions Quantifier (DEQ). Using the EPA’s DEQ, the emissions baseline for NOx, PM2.5, HC, and CO were estimated at 801.92 tons, 32.68 tons, 30.67 tons and 204.53 tons. The annual percent emission reductions for NOx, PM2.5, HC and CO after the replacement were estimated at 87%, 88%, 83%, and 86%.  

Lifetime emission reductions are estimated using the number of years remaining in the useful life of an engine multiplied by the annual estimated emission reduction. For the purposes of these emission reduction estimates, the useful life of each engine was assumed to be 30 years.  The emissions baseline, assuming each truck with a 30-year life, were estimated for the following emissions as: NOx (9,007.39 tons), PM2.5 (369.90 tons), HC (358.72 tons), and CO (2,383.40 tons). 

The Truck Replacement Program supports the Port Authority’s sustainability goals of reducing criteria air pollutants from the maritime sector and has received funding from the U.S. Environmental Protection Agency (EPA) through the Diesel Emission Reduction Act (DERA), from the Federal Highway Administration (FHWA) through the Congestions Mitigation and Air Quality Improvement Program, and from the New York State Department of Environmental Conservation (NYSDEC) through the Volkswagen Diesel Emissions Environmental Mitigation Trust.
